WHS Performance,
Training &
Competency
Connect project WHS performance to builder-level decisions and make sure the people doing the work have verified training, licences and competency.

Performance and competency in practice
Strong systems turn performance data and credentials into decisions.
A performance report, training matrix or licence register is not enough on its own. Stronger systems show that project WHS results drive builder-level decisions, and that people have the training, qualifications and verified competency their role and task require.
Measured
Project WHS performance is reported at a defined frequency and reviewed at builder level.
Project-specific
Plans and inspections reflect the actual scope, roles, hazards and review triggers.
Assured
WHSMS audits are planned, completed by trained personnel and linked to actions.
Competent
Training, licences and VoC are defined by role and task and checked before work.
Recorded
Reports, records, checks and actions show the system operating in practice.
PROOF
What good looks like
Compare everyday practice with accreditation-ready practice.
Choose an area, then use the switch to see how stronger practice differs and what an auditor may ask.
Area 01
Performance reporting
Weak / informal practice
Project numbers are collected but reviewed locally.
Accreditation-ready practice
Project WHS reports use defined measures, are reviewed, and outcomes feed into builder-level reporting and decisions.
Senior leader
Be ready to answer
What project WHS performance information do you review and what recent decision resulted from it?
Area 02
Project WHS plan
Weak / informal practice
A standard plan is copied between projects.
Accreditation-ready practice
The plan is project-specific, identifies roles and scope, is authorised by the responsible senior role and has defined review triggers.
Project manager
Be ready to answer
Show the current project WHS management plan. Who authorised it and when was it last reviewed?
Area 03
Inspections & audits
Weak / informal practice
Checklists or audit schedules exist but are inconsistently completed.
Accreditation-ready practice
Project inspections and builder/project WHSMS audits are planned, completed, reported and linked to corrective actions.
WHS / auditor
Be ready to answer
Show the builder and project audit schedule. What formal auditor training is required and how are findings escalated?
Area 04
Training needs
Weak / informal practice
Training is arranged when someone asks for it.
Accreditation-ready practice
Minimum WHS training and competency requirements are identified by role and task before work is allocated.
Supervisor
Be ready to answer
Select a current role or task. What training, licence or competency evidence must be verified before work?
Area 05
Licences & qualifications
Weak / informal practice
Copies are held without clear linkage to work.
Accreditation-ready practice
Required licences, qualifications and high-risk work credentials are verified as current before relevant work.
Project manager
Be ready to answer
Show how credential expiry or refresher requirements are monitored and acted on.
Area 06
Verification of competency
Weak / informal practice
Experience is assumed to equal competence.
Accreditation-ready practice
Verification of Competency (VoC) is applied where defined by the builder, project or risk, and results are recorded.
Worker / operator
Be ready to answer
What training or instruction did you receive for this work and how was your competency checked?

Your four readiness levels
Find your level, then focus on the next step.
The workbook's readiness check, review tools and site verification help you move from establishing the basics to assuring and improving performance.
1
None at all
Establish
Define reporting, project plan, inspection, audit, training and competency requirements and responsibilities.
2
Getting started
Implement
Make reporting, assurance and competency checks repeatable and retain usable evidence.
3
Building the foundations
Embed
Standardise, monitor and verify that expectations are applied as intended across projects and roles.
4
Strengthening implementation
Assure & improve
Analyse performance and competency trends, test effectiveness and use findings to improve the WHSMS.
A high score is not the finish line. Formal accreditation still depends on the OFSC application and on-site audit process.
Accreditation readiness
Evidence should trace a project and a person through the system.
Start with the systems and records you already have. Select one active project and trace its WHS plan, performance report and internal audit evidence. Then select one worker or operator and trace role requirements, credentials, instruction and competency verification through to current work.
This resource supports OFSC accreditation readiness. It does not replace State or Territory WHS/OHS legislation and does not guarantee accreditation.
